Flat Fee

This just seems quite unfair to me on a number of fronts.
First, he is a politician who I think should not be permitted to gamble.  Something about ethics seems to come to mind.
Second, he is a millionaire.  What the heck is he doing playing the lottery?!  The man needs no more money.
